UP-WILOCI held an e-forum on Notarization In the New Normal inviting experts in the field of law and of technology to discuss its various aspects.  In a webinar, which also launched the Manila Chapter of Legal Hackers, an open culture community of lawyers, technologists, designers, entrepreneurs, among others, that has chapters in 130 cities around the world.

Atty. Elvira Duavit a WILOCI member, who is a Professorial Lecturer at the UP College of Law presented the Results Of an E-Notarization Survey Of Lawyers conducted by the UP-WILOCI among 284 respondents, nearly half of whom were Notaries Public.

Atty. Duavit gave an annotation of the findings of the following survey items:

Challenges encountered in Notarization where the largest group indicated that they were having difficulty in retrieving duplicates or copies of their notarial documents needed for the court; those who had a hard time understanding the standards of notarization; and finding available notaries, especially in the COVID situation.

Suggested interim solutions where most of the respondents suggested video-conferencing tools; fixing the notarial seal; and fixing electronic signatures for both the notary and party.

A large majority of the lawyer respondents favored:  interim solutions to become permanent solutions ( 90%); Instant transmittal of notarized documents to signatories (93%); and a digital and searchable archive of notarized documents (86%).
