SCHOLARSHIP PROGRAM



The University of the Philippines (UP) College of Law is an institution recognized for its strong commitment to academic excellence and public service. This distinction is a result of the College’s ongoing efforts to catalyze positive change in the Philippines’ legal institutions.
To achieve this goal, the UP College of Law supports the next generation of aspiring lawyers who seek to study in the country’s premier law school but face socio-economic constraints, through its Scholarship Program.
The College is fully aware of the realities faced by many applicants. Some carry the promise of becoming the first lawyer in their family. Others confront marginalization because they are either a person with disability, belong to indigenous communities, or are part of other minority groups.
Through this Scholarship Program, the College affirms its commitment to improving access to legal education, ensuring that the legal profession reflects the diversity of the Filipino people, and empowering future lawyers who will use the law to serve our people and to advance justice.
Ultimately, the program strengthens the Philippine legal system towards a more equitable and responsive legal profession.
ABOUT
The UP College of Law Scholarship Program provides financial assistance to students who are socio-economically disadvantaged and in need of support.
The revised program was introduced in the Academic Year 2019–2020, when the College adopted a new scholarship system to replace its previous scheme and guidelines.
This program offers support starting from their application to the College, throughout their studies, and until they take the Bar Examinations.
At the application stage, prospective students are informed that they may request a waiver of the application fee by submitting proof of financial need.
Once admitted, all qualified students are informed about the scholarship program and are invited to apply.
Applicants may be admitted into one of three tiers, with corresponding benefits:
- Tier 1 – Full tuition fee waiver, book allowance, and monthly allowance
- Tier 2 – Full tuition fee waiver and book allowance
- Tier 3 – Full tuition fee waiver
Upon graduation, all scholars automatically qualify for the Bar Scholarship. They are also automatically enrolled in the UP Law Center Bar Review Program and receive stipends.
The Scholarship Program supports the students in three stages:
- UP Applicant – Expanding access to legal education for deserving applicants.
- UP Law Student – Providing sustained and continuous support throughout their stay in the College for academic success and retention.
- UP Law Graduate – Ensuring that the scholars are prepared and supported throughout their Bar review.

It is with great pride and joy that we present the UP College of Law Scholarship Report 2026. This report highlights the achievements of our scholars and the continued growth of our scholarship program. More importantly, it reflects our strong commitment to making legal education accessible to students from socio-economically marginalized backgrounds.
Our program is guided by a clear and important principle. No one should be denied the opportunity to study law because of financial hardship. We also recognize that many aspiring lawyers face not only financial constraints but also social and structural barriers.
For this reason, we take a holistic approach. We ensure that applicants to the UP Law Aptitude Examination are not disadvantaged by their economic situation. We grant scholarships as soon as students pass the UP LAE and sustain this support throughout their stay in the College. We also provide Bar scholarships to help them complete their journey and become the lawyers they aspire to be.
Since 2019, a total of 167 UP Law graduates have benefited from the program.
In selecting scholars, we look beyond grades. We consider financial need and the broader challenges that affect a student’s ability to enter and complete legal education. Through this program, we continue to open doors for individuals with the ability, determination, and commitment to serve through the law. We also recognize potential first generation lawyers and graduates from the provinces to encourage more of them to apply.
This year, our scholars have not only performed well academically but have also contributed meaningfully to the College and the wider community through their return service. Their stories show the life changing impact of your support and the lasting value of this program.
We extend our deepest gratitude to our benefactors for their continued trust and generosity. Because of you, 163 students are currently supported by the program, with many more expected to benefit in the years ahead.

HISTORY
The total tuition and other fees at the UP College of Law are estimated to cost around P27,000 per semester. In 2018-2019, the College had a total of 1,014 enrollees across all year levels. Of the 1,014 students, 411 — comprising 40.5 percent of the student population — applied for student fee discounts under the Socialized Tuition System (STS). The STS offers a graduated tuition discount system based on income and socioeconomic characteristics of the applicant’s household. Due to the stringent requirements of the STS, however, many applications are denied.
During the same school year, eight applications for leave of absence were submitted, with financial need specified as the reason. The pandemic amplified this problem. The shift to remote learning posed challenges that compounded the existing problems faced by financially challenged students.
Under the previous scholarship regime, the College administered 30 programs, all of which were established from private funds or periodic donations. With this scheme, donors themselves specify the amount of the fund or donation, as well as the criteria for selecting the scholar. The College implements the instructions from the donors and recommends qualified applicants, therefore.
Due to this, scholarships that require a minimum grade, a particular gender, home province, family background, and a low-income threshold, coupled with high merit requirements, are usually without a matched scholar. Financially handicapped applicants are unable to avail themselves of scholarship grants due to the strict criteria.
To address this, changes to the scholarship program were introduced starting AY 2019-2020, which allowed the College to establish its scholarship fund from donations from alumni and other parties, including the pooling, whenever proper, of the private scholarship funds.
Revamping the scholarship guidelines enabled the College to establish its scholarship fund, subject to its policies and procedures regarding management, disbursement, and the criteria for scholarship recipients, thereby expanding it significantly. The difficulty in obtaining financial grants due to stringent and multiple criteria has been addressed, and the application processing and payment of grant have been simplified.
The current iteration of the scholarship program introduced a mode of renewal that allows students who qualified in the previous semester to renew their scholarship by submitting only a letter of intent. Previous to this, students were required to complete the entire application process every semester.
At present, the program supports a total of 163 scholars, all of whom are selected based on uniform criteria and receive grants through a multi-tiered system. New scholars, numbering more than 100 students, are expected to join the current cohort of scholars.

As someone who was forced to leave home due to threats of physical and psychological violence, I had to exhaust all means possible to support my legal education. Throughout law school, apart from the academic demands, I had to deal with figuring out how to stretch what meager budget I could come up with - sometimes even choosing between getting food or photocopying readings.
...Being a scholar gave me the opportunity to focus more on my studies by unburdening me with a significant portion of my financial hurdles. Having lost my family entering law school, the scholarship program gave me the much needed comfort that I was not alone in fighting to accomplish my dream. Apart from the financial assistance, it taught me the value of community and kindness - both of which I carry with me as I build my own legal career.

Without the UP College of Law Scholarship Program, my journey to becoming a lawyer would have been more difficult than I could ever imagine. When I first enrolled in UP Law in 2016, I was working as a manager in an accounting firm. By the end of my first academic year as a working law student, I realized that achieving a perfect balance between fulfilling my responsibilities at work and performing well in law school was not sustainable.
...So, I took a huge risk, gave up my managerial stint, and accepted a job as a paralegal in a midsized law firm. With the manageable hours, I had more time to dedicate to law school. However, I also took a pay cut, and soon thereafter, making ends meet while going through the rigors of law school became the new challenge.
But because of the UP Law Scholarship Program, not only was l able to overcome that challenge; I've also managed to graduate on time and with flying colors. Studying law is arduous on its own. Studying law while having to worry about your expenses is a whole different kind of struggle. Being one of the scholars of the UP College of Law Scholarship Program helped alleviate the financial difficulties I faced while in law school. The free tuition, book allowance, and monthly stipend I received, in addition to my salary as a research assistant in the UP Law Center, made it possible for me to finish law school and pass the bar while also providing for my parents.
...When the pandemic hit, the Scholarship Committee made sure that we scholars and our families had the support we needed. I thank Atty. Maritess Sison-Go and all the other donors and benefactors who willingly shared their resources with us.
Because of all the kindness I received during my stay in law school, I now continue to strive to exemplify the values of humility, compassion, and generosity. You can donate any amount to the UP College of Law Scholarship Fund
The UP College of Law Scholarship Fund (“UP Law Scholarship Fund”) consists of donations from individual UP Law alumni batches or groups, and other third parties or entities that are expressly intended and dedicated to support all UP Law scholars.
For the tuition and other fees payable at the time of registration, net of discounts applied for under the Student Learning Assistant System, payable to the University of the Philippines.
For the scholar’s cost for food, lodging, communication, and transportation (Php 10,000.00 a month), payable direct to the scholar by way of check drawn to the name of the scholar.

APPLICATION AND SELECTION PROCESS FOR SCHOLARSHIP APPLICANTS TO THE UP LAW SCHOLARSHIP FUNDS
There is an economic need when a student’s ability to complete a UP Law education or focus on academic exercises is threatened by financial difficulties arising from a combination of social, family, geographic, health, employment, and other factors.
The equity consideration of the UP College of Law begins before a student is accepted as a scholar. From the time that an applicant files their UP LAE application, they are informed that their application and other fees may be waived, subject to their presentation of necessary details and documentation of their economic needs.
After qualifying to become a UP Law student, they are informed of the UP Scholarship Program and that they may qualify to be part of one of the three tiers introduced by the College, according to various socio-economic factors set by the College, with the three-tiered benefits.
- Tier 1 -Full waiver of tuition fee, book allowance, and monthly allowance
- Tier 2 – Full waiver of tuition fee and book allowance
- Tier 3 – Full waiver of tuition fee
To apply, students are asked to complete online forms that will be made available to them by the Scholarship Committee within a reasonable time frame from the set deadline. The form shall consist of relevant questions to determine the basic and financial information of the applying students and their families. If unable to access the online forms, they are given the alternative option to visit the Office of the Dean Secretariat to answer the form directly.
Tiers are classified primarily based on economic needs, total household income, and assets. Secondary considerations include being part of the LGBTQ+ community, Indigenous Peoples, and PWDs. Points are awarded to those who studied in public schools and those who choose to return to their province after passing the Bar examination.
The applicants are also encouraged to detail their socio-economic background, including whether a single parent supports them, have a personal illness or illness within the nuclear family, or any other factors that may affect their studies. All aspects should be supported by evidence. The scholarship secretariat also verifies this.
In the selection of qualified scholars, the Scholarship Committee shall generally observe a points system to avoid recency bias and bias towards those who articulate their concerns better.
The system for points allocation is based on
- The officiaI poverty statistics report by the NationaI Economic and Development Authority (NEDA);
- Gender Equality, Disability, and Social Inclusion (GEDSI) principles;
- Pre-pandemic student survey; FGDs; and consultations with scholars.
The total accumulated points by the applicant determine the tier of their scholarship grant:
- Tier 1 -Above 23 points (33 max. points)
- Tier 2 -19 to 23 points
- Tier 3 – 14 to 18 points
Criteria considered in the Application and Selection Process
The following criteria corresponds to positive points:
- Being the breadwinner of the family or being an indispensable contributor
- Being the first lawyer in the family
- Total household income does not exceed the PHP 12,000 per member of the household
- Minimal assets only (e.g. no aircon)
- Payments corresponding to house ownership (e.g. renting house)
- Clinical disability of the applicant according to monthly maintenance and overall expenses
- Clinical disability of family member according to monthly maintenance and overall expenses
- Based on demographic
- Identifying as LGBTQIA+
- Indigenous Peoples
- Solo Parent
- Provincial Address
The following criteria corresponds to negative points:
- Total household income exceeds PHP 12,000 per member of the household
- Ownership of multiple aircons
- Ownership of vehicles (excluding PUVs)
- Domestic and international travel
RETURN SERVICE PROGRAM
The Return Service Program of the UP College of Law requires scholars to contribute 12 hours of volunteer work each school year as a way of giving back to the institution. Scholars will receive more detailed information about the program upon their acceptance.
The Return Service also immerses scholars in various advocacies, including human rights, LGBTQIA+ inclusivity, and environmental protection. They will have the chance to attend several training sessions and educational programs under the College and the different UP Law Center Institutes.

SCHOLARSHIP FUND
You may choose to establish a privately managed scholarship
Privately managed scholarships are managed by private entities, such as the ACCRA Scholarship, the Portia Sorority Scholarship, and the more recent Simeon Marcelo and Pingul Scholarships.
Private entities that manage these scholarships may set their own criteria for acceptance. Applicants may apply directly to the benefactors, or the benefactors may choose to award scholarships to students through their own selection process. The type and extent of support will wholly depend on the benefactor.
- Determine if you wish to be a privately managed scholarship or a College-managed scholarship.
- If you choose to establish a privately managed scholarship, then kindly send a letter to the Office of the Dean stating such intent.
- The College will reach out to you, and you will be provided with the necessary instructions to move forward.
You may donate to the College-managed scholarship
- Determine if you wish to be a privately managed scholarship or a college-managed scholarship.
- If you choose to be a college-managed scholarship, then kindly send a letter to the Office of the Dean. In the letter kindly include the amount of scholarship which should not be less than PHP 80,000 per semester.

Frequently Asked Questions (FAQs)
a. What if I cannot secure the required Income Tax Return (ITR) on time?
You need to indicate the reason/s for the lack of or delay in submitting your ITR in your Letter of Intent. In the interim period, submit the readily available ITR in your possession. Please indicate if there is an expected change in the current ITR compared with the ITR that you will present in the former’s absence.
E-copies may be submitted instead of the originals. Nevertheless, the presentation of the originals may be requested to be presented later. If a copy is still being processed, kindly inform the Scholarship Committee in your Application Letter.
b. What if both my parents are already retired or are unemployed?
In place of your parent/s’ ITR, attach a letter signed by your parent/s’ (addressed to the Scholarship Committee) stating their circumstance. Kindly request them to inform the committee of their last job and position as well as the amount of their pension, if applicable.
c. What if I am already a scholar (from a different institution)?
You may still apply for this scholarship program. However, you will have to forego the other scholarship upon acceptance to the UP College of Law Scholarship. You must provide the Scholarship Committee with an official letter/document stating that you are no longer a beneficiary of any other scholarship award.
d. What if I also applied under a different scholarship?
You may still apply for this scholarship. However, you will have to forego your other application/s if you are accepted and choose to be a scholar under the UP College of Law Scholarship. Students who applied under a different scholarship should furnish a copy of their application withdrawal from other scholarships before receiving the scholarship award.
e. Would a discount (partial or total) under the Socialized Tuition System (STS) count as a separate scholarship?
No, it will not. You are encouraged to apply under the STS so the college may maximize the scholarship funds available.
f. Will there be a return service program?
The scholarship will require you to render some assistance to activities of the UP College of Law and UP Law Center during your stay in the college. You will receive more information regarding this matter once accepted.
g. How will I receive my stipend if I become a scholar?
If you are awarded a Tier 1 or 2 Scholarship, you will be able to receive a monthly stipend and book allowance as well as an internet allowance through your Landbank Account. Every scholar must open a Landbank Account to ensure the smooth delivery of their scholarship award.
