Recalibrating the Response to Terrorism: A Model Reconciling Different Fields of International Law This project hopes to find a clear definition of terrorism (based on conventional and customary international law) that delineates between responses under international humanitarian law and a state’s law-enforcement framework.  This will involve not just a study of relevant materials, but also a consultation with experts and relevant government agencies.  It will culminate in a policy paper with recommendations balancing legal and practical considerations in understanding and combatting terrorism.  Informed by the research and consultation for the policy paper, the project members will also draft an anti-terrorism…
