ONAR Bulletin
 

The Office of the National Administrative Register (ONAR) of the UP Law Center is the country’s official repository of all the implementing rules and regulations issued by the different agencies of the Philippine Government. The ONAR found a home in the UP Law Center (UPLC) in 1987, pursuant to Sec. 3, Book VII of the Administrative Code of 1987 (E.O. 292), which required every agency in the government to file with the Office every rule adopted by it for its effectivity.

Since 1990, the ONAR has published the National Administrative Register (NAR), a quarterly bulletin apprising the public of the adoption of new rules and regulations. Attached to ONAR is the Printing Section, which serves as UPLC’s in-house printing press, making it responsible for the printing and publishing the ONAR, and  materials needed in research, seminars, and training programs as well monographs and occasional requested publications.

In line with their function as the central repository of all administrative rules and regulations, ONAR is mandated to do the following:

  1. Publish a quarterly bulletin setting forth the text of rules filed with it during the preceding quarter;
  2. Keep an up-to-date and permanent codification of all rules thus published and remaining in effect, together with a complete index and appropriate tables that are open to the public for inspection; and appropriate tables that is open to the public for inspection; and
  3. Furnish one free copy of each of every issue of the bulletin and of the codified rules or supplements to the Office of the President, Congress, all appellate courts, the National Library, and such other agencies that Congress may select

Only properly certified rules, regulations, and issuances adopted by government agencies within the definition provided for in the Administrative Code of 1987 are required to be filed with ONAR. Generally, those in scope are implementing rules of general or permanent character.
