[VIDEO] Forum on Duterte v. House of Representatives and the Future of Impeachment

A forum titled, “Duterte v. House of Representatives and the Future of Impeachment” was held on 19 February 2026, at Malcolm Theater, UP Diliman to discuss the Supreme Court’s nullification of the 2025 impeachment proceeding against Vice-President Sara Duterte and its impact on impeachment as a mechanism for public accountability.

Discussants and speakers included Justice Antonio T. Carpio, Supreme Court Assoc. Justice (Ret.); Justice Adolfo S. Azcuna, Supreme Court Assoc. Justice (Ret.) and Member of the 1986 Constitutional Commission; Dean Gwen Grecia De Vera of the U.P. College of Law; and Former Dean Mel Sta. Maria of the FEU Institute of Law.

The discussion on the Court’s final nullification of the 2025 impeachment proceedings against Vice-President Duterte revolved around four questions:

(1) Is the ruling consistent with our constitutional history, practice, and doctrine?

(2) Does the ruling signal a change of preference for broad guidelines instead of constitutional avoidance?
(3) How will the ruling affect checks and balances?

(4) Does the ruling clarify or muddle the rules on future impeachments?
