Asst. Prof. Tiu Wins 2025 Kouba Prize for Best Paper in International Peace and Security

Asst. Prof. Tiu’s paper, titled “Treating Social Media Corporations as Quasi-State Actors to Address the Use of Artificial Intelligence in Content Moderation,” is this year’s winner of the Jon Kouba Prize for Best Paper in International Peace and Security.

His work interrogates the transparency problem in artificial intelligence tools used in content moderation by social media companies, and how these tools adversely impact human rights, particularly the right to freedom of expression. Prof. Tiu engages with international law instruments and long-standing domestic conceptions to demonstrate the propriety of treating social media corporations as quasi-state actors who could be held accountable for human rights abuses on their platforms.

The Kouba Prize is awarded by the University of Michigan Law School to outstanding papers written on European Union Law or European Integration, and on a topic of public international law relating to the peace and security of nations.
