The Obligation of States in Respect of Climate Change

On March 29, 2023, in a historic move, the United Nations General Assembly adopted Resolution A/77/L.58 by consensus, requesting the International Court of Justice (ICJ) to issue an advisory opinion on the obligations of States concerning climate change and human rights.
 
The Philippines actively participated in the proceedings through the submission of a Written Statement and its involvement in the Oral Arguments. The UP Law Center, through the Institute of International Legal Studies, supported both the Office of the Solicitor General and the Department of Foreign Affairs in preparing the country’s submissions to the ICJ.
 
The ICJ is set to deliver its advisory opinion on the obligations of States in respect of climate change on Wednesday, July 23, 2025, at 3:00 PM local time (UTC+1) / 9:00 PM Philippine time (GMT+8).
 
This landmark opinion is anticipated to play a pivotal role in shaping the future of international environmental and climate change law.
