The IILS publishes books and pamphlets on different issues in international law.

JOURNALS

The Asia-Pacific Journal of International Humanitarian Law (APJIHL)  is a publication of the Institute of International Legal Studies-University of the Philippines Law Center (UP-IILS). The APJIHL is the only PH Law Institution based journal that is indexed with SCOPUS. 

The Journal aims to produce peer-reviewed scholarly articles and book reviews, as well as commentary on significant developments in International Law, and related fields. It has a special focus on the Asia-Pacific region, and is published once a year. We invite the submission of articles on subjects related to International Humanitarian Law, humanitarian policy or humanitarian action, provided the article has not been published or accepted elsewhere. In order to qualify for submission, an article would either need to be authored by someone from or based in the Asia-Pacific region, or alternately, be about the Asia-Pacific region.

The Philippine Yearbook of International Law was first published in 1966 as a continuation to the then quarterly publication of the Philippine International Law Journal.  The publication was originally headed by the late Justice Florentino P. Feliciano, a leading legal luminary of his time, known for his expertise in international trade law.

Since then, it was published yearly by the Philippine Society of International Law (PSIL) until in 1975, when it became a joint undertaking between the PSIL and the University of the Philippines Law Center. This arrangement served both organizations’ objective of promoting studies, research and discussions in the field of international law.

The partnership proved to be fruitful as it produced several more issues of the Yearbook up until its 1989 publication, its 15th and last issue for a very long time.

More than 25 years passed, and the field of international law has since developed to immeasurable extents. With the emerging need for an updated publication on international law and Philippine foreign relations, the idea of reviving the PYIL materialized. Through the endorsement of Assistant Secretary J. Eduardo Malaya and Ambassador Manuel J. Antonio Teehankee of the Department of Foreign Affairs, the U.P. Law Center’s Institute of International Legal Studies (UPLC-IILS) undertook to lead the relaunching of the PYIL beginning in 2017.

As the official publisher of the Yearbook, the UPLC-IILS, in cooperation with the PSIL, initiated movements to realize the project, starting with the assembly of the editorial board of distinguished practitioners in the field. The proposal to relaunch the Yearbook was thereafter formally introduced to the public during the Colloquium on International Law Issues held in December 2017, the proceedings of which are also included in this issue.

The editorial team has since worked tirelessly in making this publication as relevant and as comprehensive as possible.

The ACLP was initiated by the IILS with the objective of highlighting the similarities and differences in the laws and legal concepts among our Asian neighbors. The publication is divided into different areas of law that are unique to the legal framework in each country—marital property law, copyright law, law in the digital age, and corporation law.

Experts from Indonesia, Vietnam, Malaysia, and Myanmar have been invited to contributed articles that became the basis for their Filipino counterparts who wrote on the same branch of law.

This is the first volume in a four-volume monograph series on international commercial arbitration designed for Philippine lawyers.  The release of this volume is timely, following the recent issuance by the Supreme Court of the Rules of Court on Arbitration and the organization of the Office of Alternative Dispute Resolution whose efforts will contribute to promoting the country, its ADR providers and arbitration institutions as a preferred venue for international arbitration proceedings.  For students and practitioners, this will be an excellent reference and introduction, even as international commercial arbitration continues to evolve.

The UN Convention on the Law of the Sea is an international agreement that defines the rights and responsibilities of States with respect to the use and management of the world’s oceans.  The Philippines and China are parties to this Convention and it is based on this Convention that the Philippines is contesting China’s policy on the West Philippine sea through the dispute settlement mechanisms provided by the Convention; standing firm on the principle that the rule of law must prevail.

Dr. Bautista provides the reader with a carefully researched work on the very foundations of the Philippines’ policy over the West Philippine Sea.  It is an objective work that not only gives the reader a historical background of such a policy but likewise provides Dr. Bautista’s assessment on the legal weight of these claims based on the established principles under established principles under international law.  Moreover, it objectively imparts on the reader the legal basis of China for its nine-dashed line claim in the South China Sea.

This collection is the third and culminating phase of a legal audit project of the Institute of International Legal Studies of the University of the Philippines Law Complex.  It contains papers presented at a forum, as well as the input of experts on the ASEAN.  The compilation explains the intricacies of integration and contributes to the understanding and fulfilment of the ASEAN Economic Community’s goals.

The project aims to put in perspective the last 50 years of the ASEAN: to recognize the milestones of the organization, identify current and relevant issues, and to assess options and plans looking forward. The output seeks to consolidate various fields of expertise in a publication designed to inform the general public of the ASEAN’s past, present and future while stimulating conversation in the policy and academic circles. The publication will include three main sections, namely, economic, socio-cultural and political-security. The authors will include local and foreign experts on each topic in order to present the Philippine and international perspectives.

The IILS Pamphlet Series is published by the Institute of International Legal Studies at the Law Center of the University of the Philippines, to provide a critical and constructive forum for the analysis of new trends, issues and prospects in international relations that may help clarify present problems and perspectives.  The publications of the Series generally express a critical appraisal of the existing state of affairs, against which contemporary problems may be redefined or appear in a new light, and thus indicating new possibilities for development and progress.

Volume V- IX

The IILS publishes the Philippine Treaty Series (PTS), a collection of international agreements of which the Philippines is a party, in cooperation with the Department of Foreign Affairs-Office of Legal Affairs and the UP Law Center, Information and Publications Division.

The aims to create a comprehensive treaty handbook to serve as a reference for the members of DFA in the process of treaty-making. The handbook consolidates information from the previous DFA treaty handbook as well as relevant laws to produce a guide that is easily understandable even to non-members of the legal profession. This is separated into three major parts: (1) the concept of treaties, (2) the roles and mandates of parties involved, and (3) the stages of treaty-making. The final output will contain pertinent jurisprudence to further highlight both the international and local aspect of treaty-making. The objective is to create a quick-guide which any member of the DFA can refer to even without a working background on international laws. The handbook is co-authored by DFA Assistant Secretary for Treaties and Legal Affairs J. Eduardo Malaya and IILS Director Prof. Rommel J. Casis.
