PROF. HARRY L. ROQUE, JR. DELIVERED THE MANUEL O. CHAN AND LUZ O. CHAN PROFESSOIRAL CHAIR IN LAW ENTITLED "PHILIPPINE CRIMINAL JURISDICTION UNDER EDCA: CUSTOARY INTERNATIONAL LAW OR VFA?"

In his lecture, Prof. Roque traced the history of defense treaties and agreements of the Philippines with the United States to explore the question caused by the silence of EDCA on the issue of jurisdiction. He argues, among other points, that restating specific goals of the Mutual Defense Treaty (MDT) in EDCA does not make it an implementing agreement. He ended his lecture with an analysis and discussion of customary international law and a reminder of the grave social costs in giving jurisdictional immunity to U.S. personnel in the Philippines.
The lecture was held last Monday, October 12, 2015, at the Malcolm Theater. In attendance were Atty. Alfred Chan Lingon III and members of the Chan family, Associate Dean Concepcion Jardeleza, and Professor Gisella Dizon-Reyes, College Secretary. Prof. Harry Roque described the event as his valedictory lecture as he will soon leave the UP Law Complex to file his candidacy for election to the House of Representative as Party List member of KABAYAN.
