Mission, Vision, Goals and Thrusts / Strategic Plans


A. The OFFICE seeks to apprise the public in a simple, convenient manner of the existence/non-existence of rules/regulations issued by the different agencies of the Executive Branch of the Government which affect their rights/interests. This will ultimately reduce conflicts/red tape/expenses and loss of time. To recoup somehow the expenses in the discharge of the Office functions including publication in the interest of public service, the ONAR flyer about the NAR bulletin is being sent out to the following:

1. First 1000 top corporations in the Philippines and more, including banks; recruitment/placement agencies, brokerage, firms, cooperatives.

2. Prominent Law Firms/Offices and individual lawyers;

3. IBP Chapters nationwide;

4. Law Schools/Colleges; and

5. Public Libraries.

In addition, the ONAR proposal to exact reasonable certification fees from those who avail of the Office services was approved by the U.P. Board of Regents in its 1085th meeting. Collections were deposited under the ONAR Trust Fund.

The Office expects to come out with a comprehensive but simple, informative Code of these rules/regulations which will be of great help to law students/practitioners and to the public at large.


B. Subscription Forms for NAR are being sent out to the above and also to different government agencies.

C. Guidelines for Filing/Receiving and Publication of Rules and Regulations are also being sent out to all government agencies.
